“We don’t have adequate laws” is the easiest thought because it shifts the accountability from SOMEONE to SOMETHING. And, that is easier to deal with, easier to live with.
The moment we accept that we must ensure the STRICTEST COMPLIANCE TO LAWS and NOT merely stringent laws, WE become RESPONSIBLE for aiding the RIGHTFUL LEGAL COMPLIANCE we demand!
And that story then quickly turns into: “Everyone wanted someone to do it because anyone could do it but no one actually did it and so it never got done.”
You see, the Justice System is not just the people with designations that hold them accountable to serve justice. The System includes the entire community. And no, this is not idealistic, imaginary banter. This is the sadly denied reality.

Laws direct the expected ethical arch of the community.
Laws are also a reflection of the existing moral arch of the society.
Laws can compel society to minimise harm.
Laws cannot magically erase the very intent or orthodox justification of harm from anyone’s mind.
Laws can assure of a checks and balances system for when civility goes haywire.
Beyond laws, it takes the collective accountability of a community to ascertain that the reinforced civility is then maintained.
Reality Check: The behaviour we exhibit decides the conduct we are willing to accept from others. The behaviour and practices we accept, in turn, determine the community standard that prevails.
